ICS Position Specific Training Courses for the Water Sector
Water & Wastewater Agency Response Network (WARN) Responders
This course covers the roles and responsibilities of the Requesting Utility Authorized Representative, the Mutual Aid/Assistance Manager, the Staging Area Manager and the Responding Utility Authorized Representative positions. Participants are not required to be members of their state WARN.
Planning Section Chief (PSC) – Upon completion of this course, students will demonstrate through discussion and exercises, an understanding of the duties and responsibilities of an effective Planning Section Chief (PSC).
The PSC manages the Resources Unit, the Situation Unit, the Documentation Unit and the Demobilization Unit.
Logistics Section Chief (LSC) – Upon completion of this course, students will demonstrate through discussion and exercises, an understanding of the duties and responsibilities of an effective Logistics Section Chief (LSC).
The LSC manages the following Branches and Units
- Service Branch: Communications, Medical and Food
- Support Branch: Supply, Facilities and Ground Support
Resources Unit Leader (RESL) – At the end of this course, the students will be able to describe the function of the Resources Unit and to perform the roles and responsibilities of the Type IV Resources Unit Leader (RESL). Through discussion and participation in an exercise of the check-in and resources tracking process inherent to the unit, students will gain insight into the key elements of the Resources Unit within ICS.
Situation Unit Leader (SITL) – At the end of the unit, the students will be able to describe the function of the Situation Unit and the roles and responsibilities of the Situation Unit Leader (SITL).
The Situation Unit collects, maintains, and displays incident status information for the Incident Management Team (IMT). The Situation Unit also provides situation evaluation, predictions and analysis, and prepares information on alternative strategies.
The Situation Unit is responsible for determining needs, gathering information, turning information into intelligence as well as preparing and displaying incident information
Introduction to the new Construction Confined Space Standard
This course will review the Standard, including the new space classifications, the requirements
for Hazard Identification, Control and Isolation, the new roles of the Host Employer and Controlling Contractors and the new rescue requirements.
Classifying Permit-required confined spaces
This three hour course will enable the participant to evaluate permit required confined spaces for the purpose of classifying them as non-permit spaces using alternate procedures or reclassification.
Objectives:
Review the sections of the OSHA standard that apply to non-permit spaces
Demonstrate the use of written certification forms
Review safe entry procedures using the process
Developing & Evaluating Confined Space Rescue Teams
This three hour course will enable the participant to evaluate rescue services that are provided by internal or
external Confined Space Rescue Teams.
Objectives:
Identify the Permit required confined spaces found at their facility/community
Review the rescue requirements of 1910.146 Permit-required confined space
Identify team training and availability
List the equipment needed to complete confined space rescue services in the facility
Develop a rescue pre-plan for an onsite space
Complete the Appendix F checklist
Developing a Fall Protection Program for W&WW Operators
This 3 hour course is designed to train Supervisors that have the responsibility to develop and manage a
Fall Protection Program in order to protect employees from falls in the workplace.
Objectives:
Review of the different OSHA Standards that apply
Review of Fall Protection Programs
Identify use of Engineering Controls
Review types of Personal Fall Arrest Equipment
Discuss equipment uses & limitations
Introduction to Fall Retrieval and Rescue Procedures & Equipment
This 3 hour course is designed for employees that are expected to rescue victims that have suffered a
fall while wearing fall arrest equipment.
The victim must be rescued in timely manner to avoid further injury and even death. Facility rescuers
must also be protected during the rescue attempt.
Objectives:

Identify the use of Engineering Controls
Developing Rescue Plans/Procedures
Review types of Personal Fall Arrest Equipment

Developing Rescuer & Retrieval methods
Fire Extinguisher Train-the-Trainer
This three hour program will train the facility’s in-house trainer to present a fire extinguisher training
class to facility personnel. The course covers OSHA requirements and recommendations from the
National Fire Protection Association. It also includes a Power Point Presentation, a student manual
and course completion cards on a disk.
Respirator Fit Testing Train-the-Trainer
This three hour program will train the facility’s in house trainer to conduct respirator fit testing of
facility personnel. The course covers OSHA requirements as they apply to fit testing. Participants
should have a current respirator program. This course includes a Power Point Presentation, a
Student Manual and a fit test completion card on a disk.

Introduction to NIMS, ICS, and the NIPP
This three hour program is designed to provide guidance for Water & Wastewater Utilities with regards
to the requirements of implementing the Incident Command component of the National Incident
Management System (NIMS) when planning to meet the requirements of the Public Health Security and
Bioterrorism Preparedness and Response Act of 2002.
Introduction the components of the EPA Toolbox for W&WW security
This three hour course we will review the six components of the National Incident Management System
(NIMS), the introduction of the National Infrastructure Protection Plan (NIPPS), the introduction of ICS 300
Unified Command and the use of the EPA Toolbox to meet the requirements of using an Incident
Command System in the Utilities Emergency response Plan which must be based on the hazards identified
in the Vulnerability’s Analysis.
Introduction to Unified Command (ICS 300) for W&WW Utilities
This three hour program is designed to provide guidance for Water & Wastewater Utilities with regards to
the requirements of implementing the Incident Command component of the National Incident Management
System (NIMS) when planning to meet the requirements of the Pubic Health Security and Bioterrorism
Preparedness and Response Act of 2002.
We will review Module three of ICS 300 Unified Command and the use of the EPA Toolbox to meet the
requirement of using an Incident Command System into the Utilities Emergency Response Plan.
Implementing ICS 200 in the Water Sector
To provide the participant with the knowledge, skills and abilities to implement the training learned from the
pre-requisite online courses and to introduce the State and Federal programs and resources available to the
water sector. This course builds on the ICS 200 Single Resources & Initial Actions Incidents course.
